Minister of Energy
Temenuzhka Petkova has graduated the University of National and World Economy in Sofia, Bulgaria. She has obtained a MA in Accounting and Control. She has been trained in the field of the Internal Audit in the Public Sector in the Ministry of Finance of Ireland and the Great Britain, and in the field of the State Financial Inspection in the Ministry of Finance of Portugal.
From 1992 to 2000 Temenuzhka Petkova was assigned as an auditor and a financial expert in the Metropolitan Governance State Financial Control. Her professional career continued in the Public Financial Inspection Agency as a state internal auditor and a head of department. Since 2007, she has been assigned for a Director of the Organization and Implementation Inspection Activities Directorate in the Public Financial inspection Agency (PFIA). Within the period 2010 – 2013, she was a Director of the Public Financial inspection Agency.
Temenuzhka Petkova is an Interim Deputy Minister of Finance in Government of the Republic of Bulgaria with a Caretaker Prime Minister Prof. Georgi Bliznashki. As Deputy Minister of Finance Temenuzhka Petkova was responsible for the Taxation and Internal Control Directorates in the Ministry of Finance, the National Revenue Agency, the National Customs Agency, the Public Financial inspection Agency and the State Commission on Gambling.











Atanaska Nikolova Atanaska Nikolova

Holds Master’s Degree in biotechnology and engineering ecology as well as European MSc Degree in environmental protection and sustainable development.
1999-2008 – project manager and expert on environmental management and sustainable local development in the NGO sector. Consultant to the local authorities in the Black Sea region in the process of development of municipal development strategies, municipal waste management programmes and municipal environmental protection programmes. Member of the team that developed the Regional Plan for the Development of the South East Planning Region and member of the team that prepared the National Report "Millennium Development Goals, Bulgaria 2008", author of Chapter 7 – "Ensure Environmental Sustainability".
June 2008-July 2009 – Director of the European Integration Directorate at Burgas Municipality responsible for attracting and effective absorption of the Structural and Cohesion Funds of the EU as well as for the international relations and partnerships of the municipality.
Since 2009: Deputy Mayor of Burgas Municipality, in charge of European policies and programmes, and environment. Responsible for the development and implementation of policies on environmental protection of Burgas Municipality and also for the attraction of resources from the European Structural and Investment Funds as well as other international and national donors in order to improve public services and life quality of citizens. Coordinated the international cooperation policy of Burgas Municipality.
Deputy Minister of environment and water in the caretaker government in the period August 2014 – October 2014, in charge of the Operational Programme "Environment", international cooperation and EU affairs.

Christian Egenhofer Christian Egenhofer

Christian Egenhofer is Senior Fellow, Head of the Energy and Climate programme; Director of the Energy Climate House; Visiting Professor at the College of Europe in Bruges (Belgium) and Natolin (Poland), SciencesPo (Paris/France) and LUISS University (Rome/Italy).
Christian Egenhofer has more than 20 years' experience working with EU institutions on numerous policy areas. Over the last decade he has been specialising in EU energy and climate change policy, with a particular focus on the EU energy, climate and transport policies. He is currently Senior Fellow and Head of the Energy, Climate and Environment Programme at the Centre for European Policy Studies (CEPS), a Brussels-based think tank. Christian is also Visiting Professor at the College of Europe in Bruges (Belgium) and Natolin (Poland), SciencesPo (Paris/France) and LUISS University in Rome/Italy. From 1997 to 2010 he was Senior Research Fellow and Jean-Monnet Lecturer at the Centre for Energy, Petroleum and Mineral Law and Policy at the University of Dundee in Scotland/UK (part-time).
Christian Egenhofer holds a Master's degree in Administration from the University of Konstanz as well as a Public Law degree.

After a Master in Economics and a Master (DEA) in Industrial Strategy, Franck built a 17 years of experience within challenging markets such as commodities trading, electricity, carbon and gas along management and business development roles, successively at EDF, Rhodia Energy (Solvay Group), EDF Trading, Masdar (Mubadala Group), Mercuria Energy Trading, Gazprom Marketing & Trading as Global Head of CleaDirector Energy Storage Market Europe SBU at AES.n Energy and more recently providing consultancy missions for public and private entities on smart meters VC, renewable investments, LNG and sales strategy.

Garry Levesley Garry Levesley

Garry Levesley is Executive Vice President and CEO Eastern Europe of ContourGlobal.

Garry Levesley has more than 20 years of experience as senior executive and operational manager in the international power and utilities industry.15 of those years were spent in countries of East Europe and the CIS and other emerging markets implementing best Western operating and commercial processes in privatized power plants and utilities. He has been with ContourGlobal since 2008 and is currently the Regional CEO for East Europe - a region where many of the company’s most significant power plants and projects are located. Prior to becoming the regional CEO Mr. Levesley was the Chief Operating Officer of the company, responsible for all power plant operations globally. Before joining ContourGlobal Mr. Levesley was the Chief Operating Officer for The Donbass Fuel & Energy Co. (DTEK), a large vertically integrated energy group based in Ukraine. Prior to DTEK Mr. Levesley served for 12 years at the AES Corporation where he was a Vice President, his responsibilities included management of multiple power plants across five countries totaling several thousand Megawatts.

Mr. Levesley is a Certified Chief Marine Engineer and has a Bachelor of Science degree from the Open University (UK).

Garry K. Levesley was born in 1960 in Kingston upon Hull, UK. He is married and has 4 children.

Delyan Dobrev Delyan Dobrev

Chairperson of the Parliamentary Energy Committee
Delian Dobrev was born in 1978 in Haskovo. In 2002 he received a degree in economics from the Wesleyan University, Middletown, Connecticut, USA. He specialized accounting and finance at the London School of Economics and Political Science (University of London).
Mr. Dobrev is an expert specialized in the management of European projects, financial and tax law. He began his career at KPMG consulting company in Toronto, Canada and Newton Finance Management Group - Sofia, Bulgaria. On his return to Bulgaria, Mr. Dobrev worked for the district government of Haskovo Region and as a project manager of EU funded projects at the Bulgarian Small and Medium Enterprises Promotion Agency, Haskovo Regional Court, Alliance for Regional Cooperation and Development, etc. Before his appointment as a deputy minister, he was a Member of Parliament, a member of the Budgeting and Finance committee and the committee on Economic Policy, Economy and Tourism with the Parliament, where he was elected Deputy Chairman.

Olivier Marquette Olivier Marquette

Olivier Marquette is the Managing Director for AES Bulgaria.  
Olivier joined the AES group in 2006 in the North America Business Development team. He contributed to various early-stage projects in financial modeling, contract negotiation, permitting. In 2008, he transferred to AES Singapore office as Director, Business Development, and led development in Indonesia. In 2011, he joined AES Tiete S.A. as Vice-President of Business Development, in charge of the execution of AES Tiete's growth strategy based on natural gas and renewable generation. In 2013, he joined AES Dominicana to lead the development of growth projects leveraging AES existing platform.
Prior to joining AES, Olivier held various positions at Electricite de France, first in Research and Development, then in Operations. Olivier was Operations Manager at a 500 MW coal-fired power plant in Paris suburb, and was later promoted to the position of Plant Manager at the Saltillo 250 MW combined cycle plant in Mexico. 
Olivier holds an Engineer Degree from Ecole des Mines de Paris, France, a Master of Science Degree in Mechanical Engineering from Texas A&M University, and a Master of Business Administration Degree with Distinction from Harvard Business School.

Tony Thompson Tony Thompson

Country Manager for Bulgaria, the Czech Republic, and Slovakia, Europe and Central Asia
Antony (Tony) Thompson, a dual Irish and British national, is Country Manager for Bulgaria, the Czech Republic, and Slovakia. Mr. Thompson came to Bulgaria in August 2014 following four years working as Manager for Strategy and Operations at the Human Development Network, based in World Bank Group Headquarters in Washington, DC.
Tony Thompson joined the World Bank Group in 1992 as part of the Young Professional Program, working in the East Africa Human Development Department of the Middle East and North Africa Country Operations Department.
Since joining, Mr. Thompson has worked in several different capacities, including Operations Officer, Lead Financial Sector Specialist, Operations Advisor, and Sector Manager. Throughout his career in the World Bank he has worked extensively in financial sector, private sector development, and tax administration.
Mr. Thompson’s other areas of expertise include human development, health, HIV/AIDS prevention, and financial sector reforms.
He holds a Bachelor of Arts (Honors) from the University of Ulster and a Masters of Business Administration (Honors) with a specialization in Finance from the University of Chicago. Mr. Thompson is married with three children.











Anita Orban Anita Orban

Ambassador Anita Orban, Chief Advisor, Cheniere Marketing

Dr. Anita Orban currently works for Cheniere Marketing as Chief Advisor. Between 2010 and 2015 she served as Ambassador-at-Large for Energy Security of Hungary. Previously she was the Director of Constellation Energy Institute, a think tank facilitating cooperation in the Central Eastern European energy sector. She is the author of the book Power, Energy and the New Russian Imperialism (CT: Praeger, 2008). Between 2005 and 2008 she served as the Executive Vice President of the Budapest-based International Centre for Democratic Transition (ICDT). In 2004-05 she was editor of the ’World’ section of the Hungarian political weekly Heti Valasz where she also ran a monthly op-ed column on international issues for six years. 
She earned her PhD degree from the Fletcher School of Law and Diplomacy in Boston in 2007. She holds a Master Degree in Law and Diplomacy from the Fletcher School and a Master in History from Tufts University. She earned her Bachelor degree in economics from the University of Economic Sciences in Budapest in 1997. 

Dries Acke Dries Acke

Dries works as Policy Manager at the European Climate Foundation in Brussels. Dries led the ECF’s flagship Roadmap 2050 project and now directs ECF’s activities on EU energy policy and the Energy Union. Previously, Dries worked at Apple, Inc. where he worked for five years in the EMEA Public Affairs department. He holds an M.A. in Contemporary History from the Catholic University of Brussels and Leuven, Belgium, and was awarded a post-graduate degree in International Relations from the Karl-Rüprecht University in Heidelberg, Germany. As a Belgian and native Dutch speaker, Dries also masters English and French and has a good level of German and Italian.


Karel Kral Karel Kral

COUNTRY MANAGER OF CEZ FOR BULGARIA

Mr. Karel Kral joined CEZ’s team in Bulgaria in October 2015.

He graduated in Economic Science from The Plzen University, the Czech Republic. His carrier started in consultancy, at Deloitte Central Europe. He was part of the managing consultancy team for different projects. 

In 1998 Mr. Kral moved to the telecommunication industry where he had various positions in Finance Controlling, being responsible for all aspects related to reporting, planning and budgeting as well as of audit and taxes. 

In 2002 and 2003 he worked in Paris at the main office of a company supplying signalling systems for railways. There he occupied the position of Controller in the Business Division, being responsible for the consolidation of the reporting and planning processes as well as for the control of the European projects. 

Mr. Kral came back to Prague in 2003 as a Finance Director at the company supplying telephone services. Up to the end of 2009, he worked for the companies in the Czech Republic, in Slovakia and Hungary, occupying the position of Finance Director in the parent company for Central Europe. 

At the end of the year 2009, he joined CEZ Group in Albania as a Chief Finance Director. He worked in projects aimed to transform the newly set-up Shared Services Company as well as in other projects. Starting with March 2011, he was also a Chief Operations Director.

Since January 2013, Mr. Kral joined CEZ Group in Romania as a Chief Finance Director.

Married. Father of two children.

His personal interests include golf, skiing and spending time with family.

Thomas Pellerin-Carlin Thomas Pellerin-Carlin

Research Fellow, European Energy Policy
Thomas Pellerin-Carlin is a research fellow at the Jacques Delors Institute, working on European energy policy and European defence policy. After an experience in a consultancy (Europroject, Italy, 2010) et within the French Army (13th Mountain Infantry Regiment, France, 2011), Thomas joins the French Administration (General Secretariat for European Affairs, France, 2012) before becoming Academic Assistant (College of Europe, Belgium, 2013-2015), and Research Assistant of the European Energy Policy Chair (College of Europe, Belgium, 2014-2015). He also took part in the SPECQUE: Euro-Canadian European Parliament Simulation (2010-2015) of which he was Executive Vice-President (2013-2014). Thomas is a graduate of the College of Europe’s Master in European Political and Administrative Studies, Bruges (2012-2013, Václav Havel Promotion) and of the Lille Institute of Political Studies (2007-2012, Promotion George Orwell). His main fields of interest are energy policy, climate policy and european defence policy. His working languages are English, French and Italian.

Mr. Prokopiev holds a degree in Banking and Finance from the University of National and World Economy in Sofia and Executive MBA from INSEAD. Mr. Prokopiev is Chariman and CEO of Alfa Finance Holding. He is also co-owner of Economedia Publishing Group, one of the largest publishing groups in Bulgaria and the largest business media company in the country, owner of business daily Capital Daily, the influential weekly Capital and the leading news site Dnevnik.bg.
Mr Prokopiev has been a member of the Board of the World Association of Newspapers and News Publishers (WAN-IFRA), member of the Board of the Directors of the European Newspaper Publishers’ Association (ENPA). He has been a Chairman of the Confederation of the Employers and Industrialists in Bulgaria (KRIB). He is the Honorary Consul of Canada for Bulgaria and a former member of the Board of Trustees of Sofia University "St. Kliment Ohridski".

With SAP since 1996 (20 years) where I has several local, regional and global leadership positions in various sectors, particularly Energy that I am leading since 2005 for EMEA. 
I am currently the General Manager for Energy & Natural Resources for EMEA & MEE leading the Utilities, O&G, Chemicals and Mill & Mining Sector representing 50% of SAP Global ENR busienss and 30% of overall SAP EMEA & MEE business.
In 2003, I co-founder the Corporate In-Venturing SAP INSPIRE team where in-memory technology was identified as a breakthrough innovation leading to SAP HANA today.

Svetoslav Ivanov Svetoslav Ivanov

Deputy Executive Director Marketing, Overgas Mrezhi AD
He started his career 18 years ago, forming part of the Communications Section in Overgas. Afterwards he successively occupied positions in the business departments of the Company and in 1998 headed the Marketing and Sales Department. Meanwhile he played a key role in the management of 5 gas distribution subsidiaries within the country. He was the Executive Director of Sofiagas EAD from 2001 until 2003. 
In 1998 he became Board member of Overgas Inc. AD and in 2003 - Deputy Executive Director of Overgas in charge of the Company's corporate development.
Mr. Ivanov holds two master's degrees in the field of engineering from the Technical University in Sofia - MSc in Industrial Management and MSc in Automation of Electric Propulsion.
 He also has a three-year work experience in the energy sector in Germany.
Currently he is Board member of the Energy ManagementInstitute (EMI). He represents Overgas at GEODE – The Association of European Independent Distribution Companies of Gas and Electricity and also at theGerman-Bulgarian Chamberof Commerce and Industry. Mr. Ivanov is also a member of the Energy Working Committee – part of the European Business Congress.

Julian Popov Julian Popov

Julian Popov is an ECF Fellow and has been an adviser to the ECF since 2008. As part of this role, he established a network of senior climate campaigners in eight new EU Member States, headed a project aimed at coaching editors of leading media on climate policy as well as a project seeking to raise policymakers’ attention to health and security implications of climate change. Julian currently leads the South East Europe Grid Initiative which catalyses high level energy policy cooperation among countries in wider South East Europe, including Turkey and the Western Balkans.
Julian is a former Minister of Environment of Bulgaria, the founding CEO and current Board Member of the New Bulgarian University, the former Chairman and current Board Member of the Bulgarian School of Politics and the co-founder of the Tunisian School of Politics. In 2014, he was appointed  as the Chairman of the Board of Directors of the Buildings Performance Institute Europe. He is Member of the Advisory Board of GridTech, Member of the Advisory Board of BETTER Project, Founding Member of the Governing Board of Sofia Platform, Member of the Steering Committee of Grantmakers East Forum and Honorary Treasurer and Director of the UK charity Friends of Bulgaria. Julian is the author of two books and writes regularly on current affairs and climate and energy policy.
