Ivanka Dilovska Ivanka Dilovska

Chairman of the Management Board, Energy Management Institute
Ivanka Dilovska is Chairman of the Management Board of the organization since it was established in June 2010. Her extended professional experience in the energy sector began in ENERGOPROEKT JSC and afterwards she took over managing positions in the energy ministry as Director of directions for energy strategy, projects, markets and state governance (1993-1996, 2002-2005, 2007-2010) and Deputy Minister of Energy (1996, 2005-2006). Major areas of interest and responsibilities during these periods are the sector policies and strategies, energy balances, statistics, analysis and prognosis; energy markets and projects; regulation; privatization and restructuring of the branch.
At the same time Mrs. Dilovska was a member of the management and supervisory boards of a number of big energy companies as a representative of the minister of energy. She has worked as a consultant to the Energy Commission in the National Assembly, the Privatization Agency, the State energy and water regulatory commission, a number of PHARE projects related to energy policies, the Economic and Investment Bank.
Mrs. Dilovska has a master degree in Business Administration and Electronic Processing of Information from the University of National and World Economy.

Ruslan Stefanov Ruslan Stefanov

Director "Economic program", Center for the Study of Democracy

Ruslan Stefanov joined CSD in 2002 and has since worked on various projects in two major areas: anti-corruption, gray economy and governance, and knowledge economy and innovation.
Recently he has been engaged in research on undeclared work in Central and Eastern Europe, knowledge economy assessment and national innovation systems.
Mr. Stefanov is also responsible for media presentations of CSD economic research and projects.
Mr. Stefanov holds a Master's degree in Economics from the University of National and World Economy, Sofia and the University of Economics and Business Administration, Vienna.
He has visited a number of additional qualification and proficiency courses in economics and international relations and is an alumnus of the Salzburg Seminar.

Areas of expertise: anti-corruption, gray economy and governance, knowledge economy and innovation.

Konstantin Stamenov Konstantin Stamenov

Chairman of the Bulgarian Federation of the Industrial Energy Consumers
Mr. Stamenov is a director of "Production Planning and Business Development" in Stomana Industry AD, Pernik. He graduated a master degree in "Economical Informatics" in the University of National and World Economics. He has specializations in financial journalism of the Thompson Foundation and the Financial Times newspaper, in the financial department of GlaxoSmithKline in Great Britain, in financial journalism and public relations of the Voskamp Foundation in Holland. During 2002-2003 he is in charge of a test team for the project RINGS of BNB, which is the Gross Settlement  System in Real Time of Bulgaria. He has certificate in Logistics from European Management Center, Project Management of Stevens Institute of Technology, Payment Systems from Joint Vienna Institute and etc. He was elected as a vice-chairman of the established on the 17th of November, 2006 Bulgarian Federation of the Industrial Energy Consumers.
On a General Assembly of BFIEC held on April, 6th this year the following management was elected:
- Konstantin Stamenov as chairman of the MB
- Petar Domuschiev, Nikola Hadjihristev and Georgi Nikolov for vice-chairmen of the Management Board.
The new management was registered by the court on May, 11th, 2009

Sebastian Noethlichs Sebastian Noethlichs

Executive director оf the Bulgarian Wind Energy Association

Sebastian Noethlichs is the managing director of n-vision energy, the Bulgarian office of his family’s renewable energy business. Having grown up with the renewable energy industry from an early age, he joined the family business full time in 2005. In 2007 he established n-vision energy and moved to Sofia.
Sebastian is the first executive director of the Bulgarian Wind Energy Association (BGWEA). He is the chairman of the working group on energy of the German Chamber of Commerce and a member of the American Chamber of Commerce’s working group on renewable energy.
Prior to this Sebastian was an electricity and emissions options trader for Goldman Sachs in London. He serves as chairman of the board of NEVAG, a German renewable energy holding, since 2004. In his free time Sebastian is an avid reader and cross country runner.
Sebastian holds a Bachelor’s degree in management from the London School of Economics. Before university Sebastian studied in the USA on a scholarship by the US Congress and German Bundestag. He has lived and worked in Germany, the USA, the United Kingdom and Bulgaria.

Atanas Georgiev Atanas Georgiev

Atanas Georgiev has graduated Bachelor degree in "Economics" and Master degrees in "Economics and Management in Energy, Infrastructure, and Utilities" and in "Finance and Banking" at the Faculty of Economics and Business Administration (FEBA) of Sofia University "St. Kliment Ohridski". He has worked as a part-time, and since 2007 as a full-time assistant professor in FEBA, Sofia University, as well as the secretary for the Master Programme "Economics and Management in Energy, Infrastructure, and Utilities". In the period 2005-2009 Atanas Georgiev worked at Uconomics Ltd. first as a consultant in energy sector restructuring and later – as the managing editor of the Bulgarian "Utilities" Magazine and as a programme manager for a number of trainings and conferences in the fields of energy, infrastructure and utilities. He has published a number of articles about the energy sector and other public services. Since January 2010 Atanas Georgiev has become managing editor of publics.bg – the Bulgarian online professional media for development of public services.
